Heavy weapons work like a charm for me. I knock them down… if they survive my 3 R2 attacks, (in NG+++…+ forgot to count ) I just wait for them, roll a couple of times and do it again!

Soul Ray worked great for me on NG+ against the Fat Ministers (MAG 50). Strangely, they are also weak to fire so Fireball also works well.
